The Evaluation Project Editor (EPEdit) allows you to create an Evaluation Project Spreadsheet by importing a Private RFP and one or more RFP Responses, regardless of whether they have been self-prepared or by an offeror. Of course, you can add RFP Responses after an Evaluation Project has been created.
