Private RFPs are generated using the Evaluation Specification Editor.

You can edit the header information of a Private RFP. However, you can neither modify the document structure nor modify any information in document nodes. Everything apart from the document header is considered immutable, since the Evaluation Specification has been formally approved before the Private RFP was generated.

Likewise, to prepare a Private RFP for the generation of a Public RFP, you need to set the Private RFP to 'Approved'.
