Very often, the Acquisition Process mandates a thorough evaluation of potential solutions, which is performed in the context of a subprocess, which looks something like this:
The incoming arrow indicates that there may be other process activities which precede the "Prepare Evaluation Specification" process activity. Likewise, the outgoing arrow indicates that one or more process activities, such as "Make decision", may follow. The above graphic just depicts the scope of the Evaluator's Application Suite (EAS).
An evaluation is usually performed using different office software tools, such as word processor and spreadsheet tools. As you may have experienced, this is not an easy task and is error-prone. Very often, people fail keeping documents in sync. Changes in one document are not reflected in the other, which triggers the desire to have a solution that provides better support for the Evaluation Process. The EAS is the answer.
The EAS provides purpose-specific tools, which support key activities (tasks) in the context of the acquisition process:
| Process Activity |
Process Activity Description |
EAS Application |
| Prepare Evaluation Specification |
Preparation of an Evaluation Specification that contains all requirements that are necessary for decision-making. |
ESEdit , ESEdit-CPE |
Prepare Request For Proposal (RFP)
|
Preparation of an RFP, which contains an Evaluation Specification, and which will be made available to potential offerors. |
RFPEdit |
| Prepare Requirement Fulfillment Statements
|
Preparation of a statement, which expresses how and to what degree requirements are fulfilled.
Note: The EAS uses the term Request For Proposal Response (RFP Response) to denote a Requirement Fulfillment Statement.
|
RFPREdit , RFPREdit-OE
|
Prepare Evaluation Project Spreadsheet
|
Preparation of a spreadsheet, which contains score values for each requirement fulfillment statement, and which makes it possible to identify the product, service, or methodology, best suited for the purpose. |
