A Request for Proposal (RFP) envelopes an Evaluation Specification. While an Evaluation Specification is all about requirements, the RFP specifies project-related details, such as when an RFP Response is due, etc.

A Public RFP is generated, which forms a subset of a Private RFP. A Public RFP contains information that potential offerors need to be able to create an RFP Response. It does not contain private information, such as technical background information, which helps with the assessment of product features.
