When the evaluation of RFP Responses has been performed, it is time for the preparation of the shortlist. 

Normally, the Evaluation Project Manager would convene a review meeting in order to go through the Evaluation Project Report. Apart from the RFP Response Evaluator, likely reviewers are external consultants who can contribute practical experience.

The review meeting finishes with the preparation of a shortlist, which may be input to a 'hands-on evaluation' of products on the shortlist or to a formal product recommendation in case the review team arrives at the conclusion that a 'hands-on evaluation' is not necessary.
